Your default pick in this row is Judgment of Light which turns one of your most efficient priority damage abilities into a heal, giving you a lot of passive healing for no extra mana or GCD cost.
This makes it by far the most efficient talent in this row, even if Holy Prism does slightly more hps. Holy Prism. Holy Prism will do slightly more healing then Judgment, but at the cost of an extra GCD and mana, making the net gain worse. Lvl 30 Talents Row 3. Fist of Justice. None of the talents in this row will see much use in raid, but there are a few fights where you could use Hammer of Justice on adds.
In general though just take whatever you want here, it really doesn't matter. The only fight in Sanctum of Domination where Repentance should actually be taken is Mythic Soulrender Dormazain, as you can use it to hard CC the adds while you focus down the Mawsword Overlord.
Blinding Light. None of the talents in this row will see much use in raid, but there are a few fights where you could use Blinding Light or Hammer of Justice on adds. Unbreakable Spirit. The only time you'd ever want to run Unbreakable Spirit is if you have a specific strat for a boss fight that requires you to use an immunity less then 5 minutes apart, but fortunately there are no fights like that in Sanctum so you should always run Rule of Law this tier.
There is absolutely 0 reason to ever take this talent, especially with the addition of Light's Barding in Shadowlands. Rule of Law. Rule of Law is the only throughput talent on this row and as such should always be your go to pick for raid. Rule of Law usage is very straight forward for Kyrians: always use one charge before casting Divine Toll and then spend your extra charges any time someone is out of range and needs healing. For any non Kyrians, read my more in depth section of Rule of Law usage.
Lvl 40 Talents Row 5. Divine Purpose. Your default pick in raid should always be Divine Purpose as it will provide the highest overall throughput increase. Holy Avenger. The only reason you'd ever give up Divine Purpose is if your raid needed an extra healing cooldown for a specific section of the fight. In general I would not suggest it, but if you need the extra cooldown it will still be a somewhat competitive alternative.
As Kyrian you can run Seraphim and use it to buff your Divine Toll windows a huge amount, but because it shares a row with holy power generating talents, plus it actually costs holy power to use, you lose a lot of synergy with our Awakening talent which should always be the default pick for Kyrians. Due to this, you'll never want to take this talent over Divine Purpose or Holy Avenger. Sanctified Wrath.
Sanctified Wrath is a solid way to control your healing more and empower your Wings window even further, allowing you to handle much more danger in condensed areas.
That said, generally Wings is still strong enough to handle most damage events without this, so for the majority of the playerbase you'll be better off running Awakening to give you more overall throughput. Avenging Crusader. There is no reason in the current meta to ever run this talent in raid, as it won't provide more throughput then either of its counterparts.
It also has 0 synergy with any of our other talents or legendaries and also provides you almost no control over where to direct your healing. Awakening is an extremely powerful talent that provides you with the most overall throughput for both healing and damage in raid. When combined with Divine Purpose, this allows you to be more carefree with your cooldown usage since you'll have so many procs outside of wings.
It also has the added bonus of getting more powerful as you gain more haste, which is our best stat! Lvl 50 Talents Row 7. Glimmer of Light. Holy Shock leaves a Glimmer on the target that deals damage to enemies and heals allies. No surprise here that in raid, Glimmer is always your best option due to it's immense strength in tank healing and passive AoE healing contributions.
Make sure you don't play around this talent the way we did in BFA, the main contribution from Glimmer now comes from keeping our baseline Beacon of Light for tank healing; the actual Glimmer of Lights left on players doesn't do enough healing to play around it.
Obviously if two players who are equal in health and one has glimmer and the other doesn't, you'll still want to prioritize Holy Shocking the player without Glimmer, but if someone with Glimmer is low you shouldn't hesitate to use Holy Shock on them.
Beacon of Faith. Beacon of Faith is not something I'd normally recommend, but certain fights with extremely high and consistent double tank damage can call for this talent to be taken. Additionally, this is your go to talent if you're running the Maraads build, which you can read more about here. Beacon of Virtue. Replaces your Beacon with an 8 second 4 player AoE beacon on a 15 second cooldown.
NEVER under any circumstances run this talent in raid. Running this on any encounter in raid is absolutely trolling. Core Raiding Build. This should be your core build for almost every encounter in Sanctum of Domination. The must fluid talent row will be the first, where much of your choice comes down to personal preference and boss damage patterns.
There are certain fights where other talents may perform slightly better see the Boss Encounters section for fight specific information , but in general you'll want to run these talents the majority of the time. This build provides you with a ton of Holy Power generation and very high Wings uptime and consistant healing while still maintaining very strong burst windows.
Stat Priority. Main stat is incredibly strong for every spec, especially in the first few tiers of expansions. In future tiers you'll likely see the best stat shift away from intellect and onto secondary stats, but for now at least intellect will remain king. Haste is our best secondary by a fair margin because of our reliance on Holy Power generation. It will also help you get more Holy Shocks off, which is what this build is all about.
Keep in mind there are no breakpoints or softcaps for our haste, so feel free to stack it until mana becomes an issue! For healing throughput, mastery provides almost as much HPS as Haste does so it's extremely strong for healing. That said, it doesn't actually contribute any damage unlike all our other secondary stats so stacking too much of this on progression will cause your damage to suffer.
While mastery tends to yield more HPS, versatility provides you with both damage reduction and dps, which brings a lot of value to progression raiding. Generally speaking the value of Versatility is strongest for us at the start of the tier and lessens as the tier goes on. While crit may be our worst secondary stat for healing throughput, it's important to note that it isn't significantly behind any of our other secondaries in weight so don't be scared of running items with crit.
Best In Slot Legendaries. Shock Barrier. Shock Barrier provides by far the most healing throughput for Holy Paladins out of all our legendaries, regardless of which build you run. Because of its synergy with Divine Toll, Kyrians will see slightly more value from this legendary, but Shock Barrier will be BIS regardless of which covenant you pick. Maraad's Dying Breath. While Shock Barrier build is BIS for most content, the Maraads build is a niche but powerful alternative that amps up your spot healing significantly.
While it has been favored early on in progression by top guilds, it is quickly being outscaled by Shock Barrier with higher gear levels providing more stability to health pools, which makes spike damage less significant and reduces the importance of spot healing. Read more about the build here. The Mad Paragon. Drops from: The Great Vault. For my Venthyr friends who enjoy PvP, this is also your best legendary for Battlegrounds.
That said, if you're looking for strong hps throughput this will be significantly behind Shock Barrier, even when running Awakening. Radiant Embers. Drops from: Renown
